Ramsey County Court System

Ramsey County main courthouse is right in the center in downtown St. Paul. It is located at W. Kellogg Blvd in St. Paul, MN. Ramsey County court system currently has twenty-six judges, including:

Judge Teresa R. Warner was appointed in 1998. She continued are studies at St. Mary’s University and William Mitchell College of Law. Her past employment includes Assistant county Attorney for Washington County and Associate Attorney for Jardine, Logan & O’Brien. She currently is a member for Minnesota Women Lawyers, Minnesota State Bar Association, Washington County Bar Association and Ramsey County Bar Association. She participates in many community activities including being part of St. Mary’s University Alumni Association, Northeast YMCA and Girl Scouts.

Judge George Stephenson was appointed November 2001. His education background includes St. Mary’s College and William Mitchell College of Law. Some of his past employment experiences included Deputy Attorney (Head of Criminal Division) in St. Paul, Assistant Attorney in St. Paul and an Attorney for private practice. Judge Stephenson is a member of numerous court committees, panels and involved in many community organizations.

Judge Diane R. Alshouse was appointed August 2005. She is a graduate at Luther College and Hamline University School of Law. Her past employment experiences include Assistant Hennepin County Attorney and Managing Ramsey County Public Defender’s Office Attorney. Her professional memberships include Ramsey County Bar Association and the Minnesota State Bar Association. Judge Alshouse volunteers with many community activities including the Women of Today, United Hospital and Companion Animal Assisted Therapy.

Judge Robert A. Awsumb was appointed August 2005. He is a graduate at the University of Minnesota and William Mitchell College of Law. Prior to becoming a judge, he served as a private mediator and arbitrator in civil disputes. He was also an attorney specializing in the areas of civil and commercial litigation. Some of the organizations Judge Awsumb is a part of are the Minnesota State Bar Association, American Bar Association and American Judicature Society. He continues reaching out to students at William Mitchel College of Law being an adjunct professor.

Judge Joy D. Bartscher was appointed October 2012. She studied social work and Spanish at the College of St. Catherine and William Mitchell College of Law. Judge Bartscher was formerly an associate attorney at Rogosheske, Sieben & Atkins, P.L.L.C. She is a past president and member of the Riverview Economic Development Association and was a member of the Supreme Court Interpreter Advisory Committee. s

Judge Shawn M. Bartsh was appointed April 2013. She studied at Luther College as well as William Mitchell College of Law. Before becoming a judge, she was a conciliation court referee at Ramsey County District Court, an Arbitrator for the American Arbitration Association and had private practices. She was a past president for the Ramsey County Bar Association. Judge Bartsh helps out her community by volunteering to various charities and compiles the St. Paul Charities guide.

Judge Gary W. Bastian was appoint in 1997. He continued his education by attending the University of Wisconsin-River Falls and William Mitchell College of Law. Some of his past job experiences include Maplewood City Council, Mayor for the city of Maplewood and attorney of private practices. He is currently the director of Criminal Defense Services Board, a member of the Hmong Council of 18 Advisory Board and has a committee chair for Minnesota State Bar Association. Judge Bastian helps his community by donating items to auctions and fundraisers within Ramsey County.
