Wright County Judges

The Wright County court system has six judges:

Judge Michele A. Davis was appointed on November of 2008. She is a graduate at William Mitchell College of Law and University of St. Thomas. Her past employment includes assistant Anoka County attorney and assistant St. Paul city attorney. She is a former member of the American, Minnesota State, and Anoka County Bar Associations, the National District Attorneys Association and the 21stDistrict Ethics Committee. Her term expires January of 2017.

Judge Stephen M. Halsey was appointed on May of 2002. He is a graduate at William Mitchell College of Law and St. Cloud State University. He is a member of the Minnesota State Bar Association and the planning committee for the Family Law Institute for the Judiciary. Judge Stephen M. Halsey is also the lead judge for Outreach for Minnesota Judicial Branch and a former lead judge for Wright County’s Children’s Justice Initiative. His term expires January of 2017.

Judge Catherine McPherson was appointed on September of 2011. She is a graduate at William Mitchell College of Law. She also attended the University of Minnesota and the University of St. Thomas. Her past employment includes assistant county attorney and head of operations for Anoka County Attorney’s Office, assistant Hennepin County Attorney and an Adjunct professor at William Mitchell College of Law. Her professional memberships include an ethics investigator and past president within the 21st District Bar Association. Her term expires January of 2015.

Judge Kathleen A. Mottl was appointed in 2005. She has attended Hamline University School of Law and the University of Minnesota. Before becoming a judge, she was an assistant country attorney at Wright County Attorney’s Office and was an attorney at Dorn and Edwards. She is a member within Minnesota State Bar Association, the 18th District Bar Association and the Minnesota Association of Narcotics Investigators. She stays active within the community by being a mock trial judge for high school and she volunteers for both Special Olympics and Minnesota Literacy Council. Her term expires on January of 2019.

Judge Elizabeth H. Strand was appointed on July of 2012. She furthered her education while attending the University of Minnesota for Medial Ethics then graduated at William Mitchell College of Law afterward. Her past employment include being a prosecuting attorney for the cities of Annandale and Buffalo in Minnesota, a part-time public defender for the Tenth Judicial District Public Defender’s Office and a decade of work through private practices specializing in the areas of family law, criminal law, juvenile law and immigration law. Judge Elizabeth H. Strand is a former member of the Minnesota State Bar Association, Hennepin County Bar Association, Hennepin County Legal Referral and Information Service and American Immigration Lawyers Association.

Judge Geoffrey W. Tenney was appointed on November of 2008. He is an alumni at St. John’s University in Collegeville and University of North Dakota School of Law. Some of his past employment includes a Buffalo city prosecutor, a Tenth Judicial District assistant public defender and tribal prosecutor for Spirit Lake Tribe. Judge Geoffrey W. Tenney is a former member of the Minnesota State Bar Association and a former president for the 18th District Bar Association. His term expires January of 2017.
